Fargo, 1996. The Coen Brothers. Grimsrud — Peter Stormare, a man of approximately twelve words across the entire film — stands in a snowfield in Minnesota operating a wood chipper. What goes in is a problem. What comes out is not a problem anymore. The machine processes. The machine does not ask questions. The machine does not hold a hearing. The machine has a result.

The scene is the purest expression of the Coen Brothers' worldview: violence as administrative process. The horror is not in the act — the horror is in the bureaucratic efficiency of it. The snow is falling. The machine is running. Grimsrud is not angry. Grimsrud is not happy. Grimsrud is completing a task. The Midwestern pragmatism of disposal.

A wood chipper runs beside a frozen lake. Grimsrud operates it without urgency. The sound is industrial. The setting is domestic. The contrast is the entire Coen Brothers aesthetic.
FIELD NOTE: The Coens place the most extreme actions inside the most mundane frames. The wood chipper is farm equipment. It is not a weapon until someone decides what goes in it. The decision about what goes in it is the whole film.
◈ THE MACHINE · INPUT PHYSICS
The wood chipper does not care what it processes. This is its most important characteristic. The blades rotate. The feed mechanism pulls. The output exits. The machine's indifference is its power.
FIELD NOTE: Regulation works the same way when written correctly. The law does not care who wrote the software. The law processes input and produces output. The output is determined by the language of the law, not the intention of the speaker. This is why "bend this tech" — with no definition of what "bend" means legally — produces nothing from the chipper.

Marge arrives at the scene late. She has already solved it. She has solved it while eating breakfast, while being pregnant, while speaking to everyone with genuine warmth. She looks at the chipper and understands exactly what happened. She says, quietly: "Oh for Pete's sake."
FIELD NOTE: Marge is the regulator we actually want. She shows up. She looks at the machine. She understands the mechanism before she says anything. She names what she sees accurately. "Oh for Pete's sake" is more specific than "we should bend this tech to the GOOD of the American worker." Both are responses to witnessing something that should not have happened. One names it. One performs about it.

"There's more to life than a little money, you know. Don'tcha know that? And here ya are. And it's a beautiful day. Well. I just don't understand it."
FIELD NOTE: The best regulatory statement in American cinema. She understands exactly what happened, exactly why it is wrong, and she cannot understand why it happened anyway. That gap — between clear understanding and inexplicable behavior — is the entire challenge of governing technology. The technology is understandable. The behavior of people deploying it: inexplicable.
INPUT → PROCESS → OUTPUT. GRIMSRUD'S PHYSICS.

The wood chipper operates on a simple principle: what goes in determines what comes out, but the machine determines the form of the output. You cannot put something in and ask it to come out intact. That is not what a wood chipper is for. The machine transforms. The transformation is one-directional and total. This is not a criticism of the chipper. This is the chipper's design specification.

Mostly silent. Occasionally violent. Definitively efficient.
Arrested. Marge. "Oh fer Pete's sake." The man who said twelve words in ninety-eight minutes is going to say zero in custody.
COEN BROTHERS THESIS: THE MACHINE DOES NOT CARE ABOUT YOUR PLAN. THE MACHINE PROCESSES WHAT YOU PUT IN IT AND PRODUCES THE RESULT THE MACHINE IS DESIGNED TO PRODUCE. IF YOU DO NOT UNDERSTAND THE MACHINE, THE OUTPUT WILL SURPRISE YOU.
SEN. HAWLEY AT THE CONTROLS.

Now: Senator Hawley, ♑ Capricorn, December 31 1979, Saturn ruled, stands before the wood chipper. The snow is falling. The machine is running. Big Tech stands at the feed slot. "We should bend this tech to the GOOD of the American worker." He engages the mechanism.

This is the question the field is investigating: what comes out the other end when the Senate Judiciary Committee puts Big Tech in the wood chipper? The answer depends entirely on the machine's design specifications — which in this case means the legislative language. Which does not yet exist. The chipper is running. The input is approaching. The output is TBD.

Goes in: App Store monopoly, 30% commission, closed ecosystem, developer lock-in. The walled garden that controls what American workers can build and ship.
→ PROJECTED OUTPUT: App Store opened. 15% commissions. Apple's lawyers write the opening legislation. Same garden, wider gate. The chipper sounds like competition. It produces compliance theater.
◈ META · MENLO PARK, CA
Goes in: Algorithmic addiction by design, attention extraction as business model, teenage mental health, the surveillance engine running on every American phone. The machine that learns what you fear and sells access to it.
→ PROJECTED OUTPUT: Congressional hearing. Zuckerberg in a suit saying "Senator, we run ads." Three follow-up hearings. A report. Meta's stock goes up on the day of the report. The chipper makes noise. The feed is uninterrupted.
◈ GOOGLE · MOUNTAIN VIEW, CA
Goes in: Search monopoly, ad market control, the deal with Apple that keeps Google as the default on every iPhone. The arrangement that costs Apple $20 billion a year and costs American workers their search results.
→ PROJECTED OUTPUT: DOJ antitrust case already filed and already won and already being appealed. The chipper found the case before Hawley arrived. Marge already has the guy in the cruiser. The chipper did its job. The question is what the remedy produces.
◈ OPENAI · SAN FRANCISCO, CA
Goes in: "We are building artificial general intelligence for the benefit of humanity." Training data scraped without consent. Writers, coders, artists — the American workers whose creative output trained the model that now competes with them. The product of their labor, repackaged as the product.
→ PROJECTED OUTPUT: "We are committed to working with Congress to ensure AI benefits the American worker." The chipper receives the input. The output contains the phrase "committed to working with." The snow looks the same as before. The chipper is still running.
Grimsrud was efficient because he had a clear objective and an operational machine. Hawley has a clear objective and a machine that has not yet been built. The legislation is the chipper. The chipper needs to exist before the input can be processed.

THE MARGE STANDARD.

Marge Gunderson solved the crime while pregnant and eating breakfast and being kind to everyone she met. She arrived at the scene and said "Oh for Pete's sake." She put Grimsrud in the car and drove back to Brainerd and went home to her husband who was painting ducks and said: "Two more months."

The Marge Standard for technology regulation: Show up. Look at the machine. Understand what it does before you say anything about it. Name what you see accurately. If what you see is wrong, say it is wrong. If you cannot understand what you are seeing, bring someone who can. Do not say "we should bend this tech" until you can specify which tech, what bending means in legal language, and who measures whether the bending achieved the GOOD it was supposed to achieve.

The chipper will run regardless. The question is always: who wrote the machine's specifications? In Fargo, Grimsrud wrote them by deciding what went in. In the Senate, the industry lawyers write them by being the only people in the room who understand the machine's actual operation. Until the senator understands the machine as well as the machine's builder, the chipper produces output that surprises the senator and not the builder.
